CAT tools are only useful if you do repetitive work. If everything is relatively independent from everything else, I remain unconvinced they are much use. They _do_, however, ensure consistency, and that you don't forget to translate a line or graf!
If the PDF still has text in it, you can translate it as-is with some CAT tools. And if it is outlined, you can run OCR to generate text. If the PDF is just a scrummy bitmap, the human eye remains the best recognition tool available.

Do you know why some companies require the use of TRADOS specifically? I could never quite figure it out, though that is probably because I don't use it. And I'll be damned if I'm going to spend $1000+ to buy it and find out.

Those all-singing, all-dancing pieces of software are just shortcuts! If you want to be authentic, stick with your brain.
